I need to convert from format 1 to format 0 (or format 0 to format 1)

If you have MIDIfile editing software installed, you may find that this software will convert formats. e.g. Cakewalk will offer an option when saving.
Possibly the most universal "editor" for data change is GNMIDI. This will format convert as well as offer many more features for changing MIDIfiles.
